危害原理（The Harm Principle）
「その原理とは、人類が、個人的にまたは集団的に、 だれかの行動の自由に正当に干渉しうる唯一の目的は、 自己防衛だということである。すなわち、文明社会の成員に対し、 彼の意志に反して、正当に権力を行使しうる唯一の目的は、 他者にたいする危害の防止である」(ミル 1967: 224)
